What happened

In late June 2026, the Trump administration asked OpenAI to limit GPT-5.6 to a small set of government-approved partners, citing security concerns, the first time the US government preemptively restricted an American model's launch. After an evaluation led by the Commerce Department's Center for AI Standards and Innovation, OpenAI was cleared for a broad rollout on July 8. OpenAI's own safety report rates all three tiers at its High risk level for cyber and biological misuse.
